He was educated at Iyeru-Okin and St. mark primary schools in Offa between 1957 and 1965 he also attended city college of commerce, Bukuru near Jos in 1966 but due to the civil disturbances in the northern region, he had to return home.

As luck would have it a new Anglican college of commerce Offa was established in January 1967 and he was admitted as one of the pioneer students. He completed a five years course in 1971. Before he left the college, he performed a feat; he sat for the GCE advanced level examination in economics and government and passed the two subjects in flying colors in form four, thereby setting the stage for university admission even before completing his secondary education.
Dr. Oyewale obtained his first degree (B.Sc Business Administration) from the University of Lagos in 1976. He also holds to his credit M.Sc., Ph.D. (OAU, Ile Ife). Others include Dip. M; Inst. M; M.CAM; PGDE.
Dr. Rasaq Oyewale is an educationalist, industrialist and a community leader. As a result of his meritorious service to his community, the late Olofa of Offa HRM OLAWORE OLANIPEKUN ARIWAOYE II conferred on him with the chieftaincy title of Babalaje of Offa Land in 1990.
