OBA WURAOLA ISIOYE (REIGNED FROM 1937 TO 1959)

Wuraola Isioye got the throne on 5th January 1937. Although he had no western education, he was well exposed to the happenings at that time than his predecessors. He was committed to the progress of the town and the following occurred during his reign.

POLITICS:
Offa town council was found formed in 1953with the mandate to provide and maintain  public services such as the commercial motor parks, Elementary and adult schools in Offa townships. Offa district council was formed in 1956 with the objective of providing social amenities in Offa. During this period various committees to improve and develop the economy of Offa were formed. These include the parks committee, education social welfare committee, finance and establishments committee.
In 1948, Offa descendants Union saw to link up with other similar unions. This was with the aim of forming a formidable opposition to Ilorin rule. In 1949, a meeting of igbomina/Offa unions was held at Glover Memorial hall in Lagos. The meeting called on the colonial Government to re-group them with the people of the western provinces because of their cultural affinity with the people there. Offa descendant union also wrote to protest to the colonial Administration, on the repressive rule of the Ilorin native authority. This led to the abolition of the Alikali court, which was later replaced with native court in Offa. The Olofa primarily became the president of the court while his chiefs were appointed as members. In 1948, J.S Olowaoyin was appointed publicity secretary of the Zikist movement in jebba. The league of the northern Yoruba comprises Offa, Igbomina and Ekiti was formed in 1952. As a result of the pressures mounted by the league to be regrouped with the western region, the colonial secretary in Lagos in 1953 advised the commissioner at Kaduna to address the neglect of Offa and other southern districts by the native authority at Ilorin. The result was that Ilorin province was specially allocated with an additional seat in the house of assembly to take care of the southern districts. Alhaji Sanni Ilesanmi was then appointed as a special member of the northern house on the platform of the northern people congress (NPC) party.
In 1956b, the Action Group with J.S Olawoyin as the organizing secretary formed an alliance with the Talakawa parapo (I.T.P.). The I.T.P was formed by the people of who were aggrieved by the concentration of power in the hands of the emir’s family members and the feudalistic oppressive nature of the defeat of the northern people’s Congress. The Alliance got the control of the N.A by elections and Mr. J.I. Poploola, an Offa man, was appointed the administrative Secretary of Ilorin Native Authority.
Education: Offa Grammar School, the first community Secondary School in Northern Nigeria was established in 1943 by O.D.U. Iyeru-Okin Primary School was established in 1945. A community Girls School now called Anglican College of Commerce) was established in 1955 by ODU. Gradates of secondary schools were sponsored by ODU to acquire University education: e.g. Messrs. S.A Agboola and Ilufoye Popoola were sponsored by ODU a University of college Ibadan. In 1956, 22 students from OGS presented to the West African Examination council came out successful.

SOCIAL AMENITIES:
The first major road linking Offa with villages such as Igbonna to the north and Ira to south west were constructed. Other road linking Owode market with Osunte, Popo road, Offa-Ira Igbonna roads and Ijagbo-Offa road were constructed. Also, the P.W.D. regional roads passing through Offa district from Ajasse Ipo to the western regional boundary on the way to Oshogbo was constructed. A modern market was, the Owode market was built at a cost of £26,000.00. The firtst phase was built in 1958 at a cost of £14.000.00 while the second phase, consisting mainly the fencing of the market 12, 00.00.
The market had a total capacity of 248 stalls, which included 112, open stalls for petty traders, 28 stalls for shopkeepers and 32 large locked-up stalls for grain sellers. The first Bank in the town Barclays Bank (now union Bank) was established in 1958. This Bank is located behind Owode market. The debate on how to provide electricity and pipe borne water in Offa commenced during the reign of Oba Isioye: it materialized in 1964. The construction of the new post Office in Offa took place in 1958: a telephone exchange switchboard was also installed in the same year. The construction of the general hospital in Offa started in 1948 and by 1954 the hospital had been completed and extended. Domestic Science Center was established.
It is important to note the Oba wuraola Isioye was deposed by northern Regional Government as District head of Offa on the flimsy excuse that he was old on 16th Feb. 1957. He was forced to leave Offa into exile in ogbomosho in 1959. As a result of the love which had for Oba Wuraola Isioye, the ODU was responsible for the payment of his salary from the date of his dethronement until his death in 1969. He was deposed as a district head until his death in 1969. Oba wuraola Isioye returned to Offa from Ogbomosho in 1964 and died in Offa five later in 1969.
