Mustapha Keji was turbaned by the Emir of Ilorin on 5th June 1959 as district head of Offa. He held office for a period ten years. He was one of the grandsons of Olugbense. The following are attributable to his period as district head:

As a result of the restructuring of the country’s four Region into 12 states in 1967, Offa became separated from Ilorin. Offa became the headquarters of Oyun division. The creation was a landmarks in the history of Offa became one of the objectives of the ODU founding fathers was achieved.
By 1969, as a result of the of the commission of enquiry instituted by the Kwara state government under the chairmanship of Mr. O.O Sawyer, Mustapha Oyewunmi Keji was removed as district head f Offa on the 8th July, 1969. He died on 5th January, 1976.
